THE RESOLUTION OF BOARDS OF GNFE
- To approve the report of Director General of GNFE Prof. E.N. Khalilov “First results of GNFE activity, efficiency, problems and prospects”.
- To approve a new structure of GNFE (Appendix 1).
- On basis of the petition of the Ministry of Emergency Situations of the Republic of Kazakhstan to include the Republic of Kazakhstan into GNFE as an interim associative member with membership fee-free for the test period (for testing of efficiency of GNFE) of 6 months. The date of including the Republic of Kazakhstan into the membership of GNFE is determined from the date of signing the international agreement between GNFE and Ministry of Emergency Situations of the Republic of Kazakhstan.
- To confirm Dr. Kenny Dave Albert (UK, London) as an Executive Director of GNFE in London.
- To confirm Mr. Larry Beaty (USA, Minneapolis) as a Regional Representative of GNFE in the USA.
- To establish the Representation of GNFE in Turkey and to open the Regional Residency of GNFE in Ankara on Near and Middle East and Southern Europe.
- To confirm Mr. Bertan Goger (Ankara, Turkey) as a Director of Representation of GNFE in Turkey and Director of the Residence of GNFE in Ankara on Near and Middle East and Southern Europe.
- To confirm Mr.Bertan Goger (Ankara, Turkey) as a Vice-President of GNFE on international communications (Ankara).
- To confirm Dr. Ahsan Mubarak, Director of Center for Earthquake Studies, National Center for Physics, Director of international station ATROPATENA-PK (Islamabad, Pakistan) as a Regional Director of GNFE in Pakistan.
- To confirm Dr. Wahyudi, Senior staff scientist of Gadjah Mada University, Scientific Director of international station ATROPATENA-ID as a Regional Director of GNFE in Indonesia.
- To confrim Dr.Sevinj Yatman (Istanbul, Turkey) as a Regional Secretary of the GNFE Board in Turkey (Istanbul).
- To establish the Production-experimental Center of GNFE for producing and testing the stations of ATROPATENA in Istanbul (Turkey) on the basis of SETAC Company.
- To confirm Mr. Cavit Yatman as a Director of Production-experimental Center of GNFE in Istanbul.
- To entrust Vice-President of GNFE Mr. Bertan Goger with continuing the discussion with the Government of Turkey about the problems of including Turkey into GNFE membership.
- On basis of the agreement about cooperation with the Institute of Seismology of the Republic of Uzbekistan to begin discussion the problem about including of Uzbekistan into GNFE membership.
- To approve a new membership of GNFE Board (Appendix 2).
- To approve a membership of Scientific-technical Council of GNFE (Appendix 3).
- To approve the publishing of the first volume of GNFE Transactions in 2010. To approve the membership of Editorial Board of the edition (Appendix 4).
- To hold in 2011 in Ankara (Turkey) the International Scientific Conference on the subject “Earthquake forecasting: new technologies, problems and possible ways of their solving” To approve the organizational committee of the conference (Appendix 5).
- To begin the elaboration of “International norms for making operative decisions by governments of the countries after official receiving of the forecast of strong earthquake”. To create the expert group for elaboration of international norms with participation of experts from different countries.
- To establish a Training Center of GNFE and to appoint Mr.Ramiz Nadjafov as a director of the Training Center.
- To create the interactive training Internet site of the Training Center of GNFE.
- From 1 January 2010 to approve a new standard of synchronization of time on international stations ATROPATENA – G:MT GREENWICH MEAN TIME.
- To give the certificates to the members of the Board and participants of working groups of International Stations of GNFE.
- To give certificates “Expert of GNFE (Standard)” to the members of working groups of International Stations ATROPATENA, who have passed the first and second course of GNFE training.
- To give the Method Guide “SOFTWARE: User Guide for member of GNFE” for using the software on GNFE data processing to the participants of working groups of international stations ATROPATENA.
- To allocate together with WOSCO the grant to the scientists from the Republic of Czechia to publish the book: Stemberk, J., Kalenda, P., Košťák, B., Neumann, L., Briestenský M., Stejskal, V., Brimich, L. Tectonic deformations registered in Central Europe during a multicomponent observation in 2007.
- To approve the Communique “GEOCHANGE” and to send it to corresponding structures of the United Nations, the European Union, in other international organizations and to Chapters of the States for discussion and approval.
